Mana cost is so high due to the cost of all angels. If you pay attention to the cost of the cheaper creature, is 4. But I think is not a problem at all, 24 lands are enough to sustain this average cost. With the control of the cheap spells like Seal Away, Gideon's Reproach, Ixalan's Binding... and the total control at Midrange with Cast Out, Settle the Wreckage and Fumigate. Then, you will start to push playing the Angels.
