Tempo G/R Dragons (Need advice/help!)

2 Years ago, my friends an I got into MTG, we had some fun times, but we eventually stopped playing, until now. I want to play Modern with my old deck, and god knows I'm really bad at building one, so I might need a little help from you guys, from my point of view, the decks seems clunky. So, a simple task from you guys, ways to improve my deck to play it in modern, but at the same time, keep it budget (who knows maybe the deck is fine).
