Staying in budget,
Ebony Owl Netsuke
is only 1.25 in paper. It seems like an effect that the deck might like to have one or two of.

You know i've tried to make a good draw-dead deck for a while and I can't seem to
overcome
the fact that my opponent seems to always just draw the answer. How do you deal with that?

could be cool.. on the one hand at high mana costs depending the effect, on the other side also slowing down your opponent's combos.
If you believe your opponent to discard cards by exceeding the limit perhaps you could use
Liliana's Caress
or the cheaper version

- can be a very underrated card! And another version would be
Bloodchief Ascension
but it's expensive :/
Anyway, I think it would be a cool idea to
deal damage
by forcing your enemy to draw cards and simultaneously
deal damage
to him/her with discards.

remove ob nixis and seizan; they cost too much for this build (can't control enemy board:you lose at the 4-5 turn at 100%)

There are a lot of water spells that make everyone draw cards. This is if you change to a black-blue deck though.

Look at my not-so-cheap version of this deck ("Ebony owl of Pain"), with a splash of U you can add
Forced Fruition
, a bit expensive in terms of mana but it's amazing,
Standstill
, also
Kami of the Crescent Moon
and
Cerebral Vortex
(i know, it's R/U but shhh) are really worth
