Budget Dimir Surveil

Idea is to get Thoughtbound Phantasm and Spybug out early and pump them with surveil. Watcher in the Mist and Nightveil Predator's are end game. Would like to upgrade watchers to Doom Whisper's at a later date. Played on FNM this past Friday and went 1-4. So, far I need to upgrade the murder's in the sideboard to vraska's and figure out a better top end than Watcher in the Mist. Also any suggestions on mana would be helpful. Most games I was able to get to 4-5 mana needed no problem. As it is, I do not have anymore submerged graveyards,  drowned catacombs or watery graves at this time.
