Win Condition: Combat Damage/Commander Damage using Uril the Miststalker, Yavimaya Enchantress/Kor Spiritdancer.

Alt. Win Condition: Tokens from Sigil of the Empty Throne or Valduk, Keeper of the Flame.

Game Plan: Ramp, Cast Uril, Enchant with Totem Armor or Gift of Immortality, Voltron for Win.

I don't quite know where you draw the line for your budget, but you might want to consider these cards. I've picked ones that are less than $2 USD.

Hey,

first of all, why Mask of Avacyn? Uril is already hexproof, so I dont think you really need it.
Prowler's Helm isn't really necessary, there are some auras like Spirit Mantle that works better with uril.

Then i think, you got a little less Auras.

Loyal Sentry (important about him: he destroys himself and the attacking creature in the declare blockers step, this means most combat tricks doesn't work against him)

A huge card for me when Uril gets trageted or countered when I bring him in, is Hero of Iroas

I don't know if it fits your budget level, but I find old-school enchantresses (Argothian Enchantress, Enchantress's Presence, Eidolon of Blossoms and so on) to be far better than Kor Spiritdancer and the like, since you're likely to enchant Uril (not them) and you're going to play some non-aura enchantments anyway.
Moreover, Wizards recently printed Satyr Enchanter, which shouldn't be that hard to acquire.
I also recommend some more anti-sweeper card, like Femeref Enchantress and Replenish, though I reckon they have to be quite expensive.
I saw you're already playing Open the Vaults, but I don't think that alone would be enough.

EDIT: Another card that should be relatively cheap and worth considering (although I don't play it myself) is Herald of the Pantheon.
