Mentor of the Meek's triggered ability looks at the power of a creature entering the battlefield.  It looks at that power as it enters.

For a card like Burning-Tree Vandal ... Mentor of the Meek will trigger when Burning-Tree Vandal enters only if you choose haste for its riot ability.  If you choose the +1/+1 counter, then it will have a power of 3 when it enters the battlefield, and Mentor of the Meek will not trigger.

Similarly (and to answer your specific question) ... Benalish Commander will trigger Mentor of the Meek ONLY if Benalish Commander's power is 2 or less when it enters the battlefield.
Since Benalish Commander is a soldier, it does count itself; so if you control no more than 1 other Soldier (barring other power adjusting effects), Mentor of the Meek will trigger.
