Herald of Secret Streams and now way to put counters on creatures?

I put in Merfolk Sovereign and Merrow Reejerey to give all of my merfolk +1/+1 so that Herald of Secret Streams could make them unblockable.

Unfortunately, that is not how that it works. Merfolk Sovereign and Merrow Reejerey give a static "+1/+1" effect to the entire board. Herald of Secret Streams is looking specifically for a "+1/+1 counter", which is put onto a specific creature like Benthic Biomancerv gives to itself or Jade Bearer or Deeproot Elite does to other creatures.
