Replace Dimir Guildgate and Dismal Backwater with basics. They usually only slow you down. If you're afraid of colorfixing, maybe replace Worn Powerstone with Dimir Signet or Dimir Locket.

Besides that, are you sure about Waterspout Elemental and Magosi, the Waterveil? I know that there are combos to abuse Magosi, but if you have included the other pieces, i haven't noticed them.

Since you want to mill your opponents, what about  Bloodchief Ascension and Mindcrank?
