Doesn't have to be a planeswalker to my knowledge (Could be wrong) but thanks for pointing out it's non lenendary. Throwing decks together at 3 AM isn't the best of Ideas, eh?

Oathbreaker use a Planeswalker as a commandant, is a singleton format and is played with exactly 60 cards

you can use teferi, time raveler as commander, this sounds better with a combo deck!!!
