Please help with this deck idea

Everyone draws

The premise to to force my opponent to draw cards and penalize him/her for doing so.
Any help or or card suggestions is greatly appreciated

If there is a way to splash Blue and use four copies of Narset, Parter of Veils, that is the way to do it.

I think that would be the opposite of what I am trying to do. I want to force my opponent to draw cards not to force my opponent to not to draw cards

What if you don't draw Underworld Dreams? Your deck entirely focuses on one card, and if your opponent has any sort of enchantment hate, you have no benefit for making your opponent draw cards. If you had a lot more cards that made everyone draw cards, and then you had Narset, Parter of Veils and Underworld Dreams, you would be able to dig through your deck to find it using her ability, then sacrifice herself right before you play it. You get the card draw in the meantime, while preventing your opponent from getting any.

Narset, Parter of Veils wouldn't replace Underworld Dreams. She would stall and help you find it, making the deck a bit more consistent.

You could use the Planeswalker Ob Nixilis, the Hate-Twisted for control and doing damage on card draw.
Another usefull card is Folio of Fancies to make both players draw cards.
Mirrormade could make you have more Underworld Dreams on the board.
Even Expansion // Explosion could do the trick.

Emergency Powers (super good with Underoworld Dreams, but bad coloration)
Ob Nixilis, the Hate-Twisted (You need to run at least two copies of him)
Foreboding Fruit
Stormfist Crusader
Rankle, Master of Pranks
Folio of Fancies

Cards in Standard that mess with opponents drawing cards:

I honestly think that your deck would be fine if you maybe added Rankle, Master of Pranks and Ob Nixilis, the Hate-Twisted for more consistency.

The other option is a weird Esper deck that uses Emergency Powers to wreck an opponent hard.

I feel like this strategy would be better in another format where you've got more options. Teferi's Puzzle Cube, Day's Undoing, and maybe some cards to reduce your opponent's max hand size. It could be brutal.

The main idea of the deck is to 1 force my opponent to draw cards and to draw at least a second card each turn. I have stormfist crusader which sort of acts like underworld dreams and Irencrag Pyromancer for when I can draw a second card. So Underworld dreams isn’t the end all be all of the deck.
I thought of going blue especially with the folio but it seems like I needed a lot of mana to have it work. With stormfist crusader I and my opponent draw an extra card each turn and yes I take damage but it doesn’t cost any additional mana each turn to do it.

Yes I was looking at Rankle for the deck
I will have to give him some consideration
I didn’t see OB Nix but I’m a bit concerned of his CMC for 5.
I will have to see how I can fit them in.

Folio of fancies use some mana to make the draw thing, yes, but also give you the option to win by milling, because players have no maximum hand size and you are making both players draw many cards and it's different than creature type, so opponent need to deal with artifact and creatures, not just one thing. That gives you more chances to get mana and play them every turn, so the CMC of Ob Nixilis isn't that much. Also if you get more than 1 Folio, you could mill the opponent very quickly.

Rankle, Master of Pranks is pretty nice too as Rooker saids.
