The mana value of a card is always what is printed on it.


Foundry Inspector reduces the amount that you will actually pay.  (Just as Commander tax will increase what you pay for your commander.)  The mana value of Phyrexian Triniform is always 9.

Lucky Clover refers to things like the Swift End part of Murderous Rider // Swift End. It has nothing to do with Oswald's ability.
