I'm no C/EDH expert, but
The Locust God
is known as a wheels deck. You'd need cards like
Phyrexian altar
,
underworld breach
,
timetwister
,
echo of eons
, and
wheel of fortune
to turn this into a C/EDH deck. There are budget decks, but wheels does not usually fall into that category.

These are fairly good suggestions if you have $2000+ to spend. Do not take getting into C/EDH high card prices lightly.

I should point out that the intro to cEDH topic is a little outdated and I haven't been updating it. Most of the core advice is still good though.
