Is there a permanent that makes it so cards cannot be exiled?

As far as I'm aware, no.

There are cards like Riftsweeper that allow recursion from exile.

There are cards like Privileged Position that give your permanents hexproof.

And there are cards like Flicker that can bounce things that get targeted.

Outside of that, nothing I know of or that a quick Scryfall search can turn up exists that explicitly prevents exile effects.

Short answer: no.

If you mean exile-based removal (such as Swords to Plowshares) you could use stuff that gives hexproof in some way like Asceticism or Archetype of Endurance.

There are the various Eldrazi Processors, Void Attendant for example, that can retrieve exiled cards. For other players, but you didn't really specify protecting your own stuff and playing politics are a thing when you get more than two people playing.

Thank you I figured as much. Maybe being able to retrieve from exile would be my only option.
