I need a bit of help understanding this.
When can I use him as a 6/6 Soldier.
I understand that his abilities are like sorceries and can only be used on my turn, but is it different because there is no "cost" for using his 3rd ability which costs zero. 
Long story short, can I make my opponents creatures attack on my turn and then when thay attack, turn him into the 6/6 Soldier.

Even though there is not "cost" for his 3rd ability per se you still need to activate the ability to get the effect. Since you can only activate a planeswalker's abilities as sorceries you would not be able to turn him into a 6/6 creature during your opponents turn.
