My take on Sage of Hours based deck.
You could build a cheaper version without Nissa,Remand and with cheaper duals.

IF you have enoght green creatures, this might be useful.

Hinterland Falls is another Budget Alternative
Thornwood Falls
Yavimaya Coast Is an alternative, but I am not sure, if I like the damage these can give us.
Remand
Great counter and it helps us find the Combo. Alternative: Mana Leak
Tezzeret's Gambit
Has flexibile castingcost and adds counters.

Solid inexpensive alternative to Hangarback Walker.
Sage of Hours
The main focus of this deck. He is fragile, but his ability is really powerful.
Scute Mob
Only two, since they are no good during the first turns, but getting 5 counters each turn is epic in combination with Bioshift. It is also an excellent target for savage summoning

Bioshift
Shifting counters at instant speed is really useful.
Bow of Nylea
The Bow is really versitile even more than Simic Charm.
Forced Adaptation
Simple and good.
Hardened Scales
Makes the whole thin quicker.
Nissa, Voice of Zendikar
Creates tokens and pumps our creatures. She is also cheap. Alternative: Garruk Wildspeaker.
Savage Summoning
Ensures that a Mob or the Sage gets online. Alternative: Burst of strength.

One possibile finisher Infect is nice, but Invisible Stalker might be better.

Great in a control built.

It is maybe an option for a non-budget conrtol build.

Low budget protection for the sage, but Plax is better.
Hadana's Climb
Rather cheap and pump our creatures, the transformed side is not that interestting (although it could really shine, since it gives evasion)
Master Biomancer
Can be amazing, but all my creatures are cheaper than him.

Solid inexpensive alternative to Hangarback Walker.

Seems expensive, put can be really effective.
