This deck is built to get as much value as possible out of Wheel of Fortune and other similar cards.

The primary game plan is to get cards like Nekusar, the Mindrazer, Underworld Dreams and Liliana's Caress into play and then cast multiple Wheel of Fortune effects in a single turn to burn your opponents to death. Alternatively, you can use your wheels to fill each graveyard and cast Rise of the Dark Realms for a huge swing, or Mizzix's Mastery for a final flurry of wheels. Waste Not is a particularly powerful card in combination with your mass discard effects, often winning the game on the spot if it resolves. Also, enchanting Nekusar, Kederekt Parasite or Fate Unraveler with either Phyresis or Glistening Oil will allow you end the game with only two wheels (or just one, if someone has enough cards for Windfall or Whispering Madness).

In the early game, you want to ramp as quickly as possible with Sol Ring, Mana Crypt, signets, talismans and other mana rocks, then follow them up with a wheel to refill your hand before your opponents can play most of their opening hand. If you can't assemble your draw/discard tax before wheeling, you can instead play a Notion Thief or Narset, Parter of Veils before wheeling to empty your opponents' hands. Similarly, enchanting Nekusar, the Mindrazer with Helm of the Ghastlord creates what is essentially a strictly better Notion Thief, allowing you to empty your opponents hands with your wheels, while also damaging them with draw triggers. Library of Leng combines exetremely well with wheels that involve discarding cards, allowing you to pitch only the cards you want to from your current hand, putting the rest on top of your library only to immediately draw back into them.

Cyclonic Rift and Evacuation are extremely useful board-wipes, allowing you to bounce your opponents' boards at the end step, then follow up with a wheel on your turn to deal with the bounced cards for good. This tends to work particularly well with Windfall and Whispering Madness, since they care about the size of hands. For that same reason, Standstill can be cast just before a wheel to force your opponents to draw (and often also discard) three additional cards.
