Theme: A deck using only Vraska and Jace cards, based on Induced Amnesia.
Lands (Specifically Watery Grave, Drowned Catacomb, and Woodland Cemetary) broke the rule, but it's fine.
Thief of Sanity is still something I'd like to remove to fit the theme better, I'd remove it for M13 Essence Scatters if played on paper, even though that'd make it worse.
I play Thief of Sanity in this version as it's for MtGA.
Concept, and Gameplan (Best case scenario that will only happen around 2.6% of the time):
I'll assume you play a land the first 4 turns.
I'll also assume you draw at least 5 lands, in your first 18 cards. (This is often the case.)
At the start of the opponent's next turn, they should lose the game.
The deck does function ok-ish even when just playing it as a slow control deck, trying to stay alive. Then milling the opponent's deck as described above.
If the game goes on too long, to the point where using this technique would kill you, you may use it on the opponent instead, make sure to always have multiple Induced Amnesia available, and you'll be forcing your opponent to draw an increasing number of cards. (playing Induced Amnesia, sac'ing it with Vraska, Golgari Queen, then Induced Amnesia again, forces them to draw cards equal to 3 times their hand size, which could cause them to deck out late in the game.)
Another Strategy to use in games that go on for very long, is to fetch Etrata, the Silencer from your sideboard, using Mastermind's Acquisition. (this can be repeated by using your Flood of Recollection, or by playing an additional Mastermind's Acquisition) With a small remaining deck, Etrata, the Silencer is easily able to be played multiple times, and could win you the game.
You can also fetch Muldrotha from the sideboard, to bring back Amnesia from the graveyard.
Other cards vary from situation to situation.
