Here we have a very annoying Blue deck, that's all about doubling or tripling your trigger effects with Naban, Dean of Iteration and Panharmonicon.
Aether Adept, Exclusion Mage, and Venser, Shaper Savant all bounce cards back to the hand. Shaper Savant is the best one here, being able to bounce back any permanent. Normally bouncing back your own stuff with Aether Adept or Venser would be bad, but recasting them to get their effects and counters on Door of Destinies works well with the deck.
Sea Gate Oracle, Opt, and Remand act as the draw cards which is why the land count is a bit on the lower end from what I would have normally considered for this deck.
Kira was in an older build of this as a way to protect Naban, but with the inclusion of Panharmonicon I'm not too sure how necessary Kira is now. Its still a great card and I like it, so for now its in at 1.
Stonybrook Banneret is there strictly for the cast reduction cost of the Wizards since I didn't really find too much for ramping with Blue. (If you know of any cards, please tell me in the comments.)
Archeomancer is there to get back the counter spells and loops with Familiar's Ruse to always have a counterspell or two available.
Aether Vial is pretty self-explanatory at this point; you're constantly bouncing creatures back to your hand to get their effects again, so you always get some good use out of Vial.
Finally, Door of Destinies is kind of your win-condition. Bouncing your own wizards back and recasting them will give you crazy amounts of counters if you have Naban or Panharmonicon out, which will make them extremely difficult to get rid of on top of all the counterspells. I'm not a fan of the "death by a thousand cuts" approach that would normally be associated with a build like this, so I threw this in there to have some really good beat-down power. (Although if you like watching people squirm, you could easily find a card to replace Door of Destinies. Not my cup of tea, but no one is stopping you.)
Overall the theme is to get multiple triggers out of your Wizards that bounce, counter with instants, and recycle the counterspells with Archeomancer. Basically everything people hate about Blue decks.
