To play your deck at an official ("DCI-sanctioned") tournament you need a deck registration sheet. Here you can download such a sheet pre-filled with the cards in this deck!
Please note: This is not an official DCI service. So please always make extra sure that the sheet contains all the cards in your deck and fulfils all DCI requirements. If you notice anything wrong, please let us know. DCI is a trademark of of Wizards of the Coast LLC.
My play group and I have been trying a "random budget commander" variant. It works like this:
We each choose a random commander. For this round, we used redditor canadians360's random commander generator. https://commander-randomizer.mybluemix.net/random-commander. We set it to 'only bad commanders', rolled it 3 times, and picked our favorite of the 3.
Then we constructed decks with a budget of $50, not including the commander. The commander could be purchased, borrowed, proxied, whatever (I wanted a smaller budget but...compromise)
This was my first one, with my commander being Gwendlyn Di Corci, the overpriced and not too useful grixis discard legend.
The idea is to drain your opponents hand, then punish them for it. The deck has plenty of discard abilities. Liliana's Caress and Megrim damage them every time they discard, and Geth's Grimoire , Sangromancer and Waste Not benefit you every time they do.
Once they are low on cards, Lavaborn Muse , Rackling , Shrieking Affliction and Wheel of Torture all kick in draining them for alot each turn.
If they are out of cards, you can use wheel effects, including Geier Reach Sanitarium and Lore Broker to force them to discard anyway.
I think the MVP of the deck is Notion Thief . combined with your wheel effects, it can empty all your opponents hands and make yours massive. Or essentially lock a few out of any card draw while fueling yours.
Also, PSA: this deck was designed in november 2018, if prices have changed since then, it may not be under $50
