This deck wants do cast mana ritual into mana ritual until you have 9 mana to cast Dragonstorm.
If you manage to get at least 4 copies you search your Library for 4 Scourge of Valkas and shoot tons of damage in your opponents face.

Example for Damage: (4 Dragonstorm-trigger)

1. Scourge of Valkas ETB => 1 Trigger/1 Dragon => 1 Damage
2. Scourge of Valkas ETB => 2 Triggers/2 Dragons => 2x2 Damage
3. Scourge of Valkas ETB => 3 Triggers/3 Dragons => 3x3 Damage
4. Scourge of Valkas ETB => 4 Triggers/4 Dragons => 4x4 Damage
   => 30 Damage total

If you have one or more Scourge of Valkas on your Hand and can't get them with Dragonstorm, you have 2 Bogardan Hellkite in the back.

Example for Damage: (4 Dragonstorm-trigger; can only get 2 Scourge of Valkas and 2 Bogardan Hellkite)

1. Scourge of Valkas ETB => 1 Trigger/1 Dragon => 1 Damage
2. Scourge of Valkas ETB => 2 Triggers/2 Dragons => 2x2 Damage
3. Bogardan Hellkite ETB => 2 Scourge-triggers/3 Dragons => 2x3 Damage + 5 Damage Hellkite-trigger
4. Bogardan Hellkite ETB => 2 Scourge-triggers/4 Dragons => 2x4 Damage + 5 Damage Hellkite-trigger
   => 29 Damage total

In both cases it should be enough to win you the game.

You have Faithless Looting to find the needed cards and have a cheap spell to generate a Storm-trigger if you have mana left.
Lightning Strike and Shock are cheap removal or burn for the first turns.
