This is a counter/control deck that is extremely flexible and fine for Bo3. It should provide you enough time to mill yourself or the opponent and win the game. You have a lot of tools to ensure one of these eventualities will happen. This deck takes a lot to explain so I'll do my best here.
Devious Cover-Up (DCU) is our favorite spell because it counters any type of spell and allows us to return useful content back into our deck. This may sound antithetical to self mill, but a required tool to ensure Jace, Wielder of Mysteries is almost entirely unkillable. As the game continues DCU will allow us to keep using our favorite cards and leave in the graveyard ones that we don't want. We can also safely use Jace's +1 on ourselves and DCU for anything discarded that we would want to use. (Such as Flood of Tears, Rule of Law, or even the second Jace, Wielder of Mysteries, and frequently an already used DCU).
Rule of Law is our second favorite spell, remember that Rule specifies each player can still play one spell on each turn. We will be countering the spell played on their turn. That ends their ability to play anything else on their turn. So as long as Rule of Law is up, we only need to have the mana available for one counter to invalidate their whole turn. Rule of Law is the main reason we don't run Mission Briefing. We also don't run any counters that can be cancelled via mana expenditure, such as Convolute, because the opponent is limited by spell volume, not their mana pool.
Note that of our counters, DCU and Sinister Sabotage hit all spells, while Dovin's Veto lets creatures in, and No Escape misses everything but creatures and planes-walkers (but comes with a very useful scry).
Removal:
Something will hit the board, you can't block every turn perfectly. Many times the opponent will be able to leave at least one thing on the board, especially true in the early game.
Arrester's Admonition is our favorite creature removal, because it procs Dovin's Acuity, and also comes with a card draw. It is expensive however. If you're playing against smaller creatures, Unsummon and Callous Dismissal are better pickups. Callous Dismissal is also great for hitting planes-walkers, enchantments, and artifacts. If you're seeing a lot of those, throw in your 4 Disenchants as well and completely get rid of Arrester's. (you can get rid of the Augur of Bolas and two of your Anticipates as well to make room.)
Flood of Tears is a very useful board wipe that hits all permanents. It's also not very detrimental to us, because it recalls Dovin's Acuity to our hand, and lets us cast Rule of Law back on the board for free most of the time.
Jace, Dovin, Rule of law, and a creature are enough to trigger the free cast of Rule of Law after the Flood.
Our creatures:
Jace's Projection is a wall that can threaten the opponent if need be, and also helps buff Jace whenever we have extra mana available. Later on in the game, this is quite frequent.
Senate Guildmage serves a similar purpose, giving us extra life if needed, or pruning our hand for better cards.
Augur of Bolas can be sideboarded for two Dovin's Acuity, but I find the chance to fetch a counter or a removal helpful, and there is definitely such a thing as holding too many Dovin's Acuity.
