From the moment I saw it, I've loved Azor's Elocutors, and been dying to put it's unique ability to good use. I felt like the best way to do that was in a Turbo Fog shell.
The deck wins by either getting an Azor's Elocutors or (far less often) a Darksteel Reactor to critical mass by fogging out the other player for as long as is physically possible. An alternate wincon exists in the more traditional Luminarch Ascension, but that's the infinitely more boring route, and as a result usually not worth our time.
Some less traditional cards included here are the walls- specifically, Wall of Shards. Generally speaking, I wouldn't recommend it in any way; but in a deck that rarely relies on combat damage to score a win, an eight toughness flyer turn 2 can repel most threats right up to the late game. That being said, a case could also definitely be made for Guard Gomazoa, and I plan to try it out when I get a chance.
Paradox Haze is another card that rarely sees play anywhere, but here it's an allstar. The deck can be criminally slow at times, so anything that helps to speed us up is much appreciated; and Haze is a card that can put your opponent on an extremely fast clock. This is basically the reason for including Tezzeret's Gambit as well.
Finally, I know the mana base seems inefficient. That's because it is. Be that as it may, while I wholeheartedly recommend you use Fetches and Shocks if you have them, I'm on a relative budget, and the fact that the majority of the deck is white means that fixing is rarely an issue.
That's pretty much it! Sideboard has yet to be put together, but other then that feel free to leave suggestions, every little helps and all that!
