The gist of the deck is that you cast The First Sliver, your commander, and land into Tibalt's Trickery to cheat out a huge creature. In the Commander's Quarters list, it happens to be Blightsteel. This is because during the stack, the Cascade Trigger will hit before The First Sliver hits the field, so you can counter the sliver and still cheat out your target card.
I added some extra creatures in case Blightsteel Colossus got removed, plus some protection cards as well that combo as heavy hitters. Two alternate win cons for this deck is getting out Cultivator Colossus or Maze's End if beating your opponents to death isn't good enough (or all of your creatures get exiled). I've also added some graveyard recursion, graveyard to deck shuffling, a sack outlet for the Sliver, and another way to potentially cheat out a huge creature in Release to the Wind.
If you want to capitalize on the Cascade effects, I recommend adding in Apex Devastator and/or Maelstrom Wanderer.
