The deck is an upgrade of the preconstructed commander deck (level 5-6).
The idea is to exploit +1/+1 counters in order to both pump creatures and assemble damage synergies with commander. Entire deck exploits several +1/+1 counters engines and different evasive creatures to maximize combat damages (Abzan Falconer, Kodama of the West Tree, Pridemalkin, creatures with trample). Neither counters nor wraith excluding the selective one Damning Verdict are included by preferring a consistent pack of protections (Deflecting Swat, Flawless Maneuver, Heroic Intervention, Inspiring Call, Unbreakable Formation, Swiftfoot Boots, Snake Umbra) also useful for protecting combo pieces.
Beside combat damages the main win-conditions are the following.
1) Shalai and Hallar + The Red Terror/War Elemental.
Both creatures on battlefield. Put a +1/+1 counter on a creature you control, including Shalai and Hallar and The Red Terror. Trigger Shalai and Hallar, dealing 1 damage to an opponent. This damage triggers The Red Terror, putting a +1/+1 counter on itself. Therefore, Shalai and Hallar triggers again. Repeat the process. Similarly the combo also works with War Elemental.
2) Shalai and Hallar/Walking Ballista + Heliod, Sun-Crowned.
Commander and Heliod, Sun-Crowned necessarily on battlefield. Activate ability of Heliod, Sun-Crowned giving lifelink to target creature you control and on which put a +1/+1 counter. If you do not have creature excluding commander, target the latter. Shalai and Hallar triggers, dealing 1 damage to an opponent and causing you to gain 1 life. Heliod, Sun-Crowned triggers, putting a +1/+1 counter on a creature you control. Repeat the process. Same combo can be assembled with Walking Ballista. Cast and give it lifelink with Heliod, Sun-Crowned. Then, remove a +1/+1 counter from Walking Ballista by activating its ability. Heliod, Sun-Crowned triggers as described aforementioned. Repeat the process.
3) All Will Be One + The Red Terror/War Elemental
Both permanents on battlefield. Deal damage to an opponent. The Red Terror triggers, putting a +1/+1 counter on itself. All Will Be One triggers, dealing 1 damage to an opponent. The Red Terror triggers again. Repeat the process. Similarly the combo also works with War Elemental.
