Pauper EDH is an alternative format that uses any uncommon creature as the commander, and the 99 are commons.

This Azorius deck is helmed by Watcher of the Spheres, it's a straightforward flyers deck that aims to fIood the board with flying creatures, keep them safe with counterspells and refill the hand with a ton of card advantage. Every flyer successfully cast pumps our commander, so commander damage is definitely a thing with this deck.

Some notable flying creatures are: Spiketail Hatchling, Stormscape Familiar, Spiketail Drakeling, Warden of Evos Isle, Wispmare, Cloudchaser Kestrel and Wandering Eye. The latter is interesting, it lets you see what you need to hold counterspells for, but it also lets your opponents see your counterspells. It can be a drawback, or a fantastic politics piece.

The deck desperately needs card advantage so I've chosen to include Rhystic Study and Mystic Remora, if they don't sit well with you or your playgroup, feel free to omit them. Banned 17/05/2021

Weaknesses of the deck is it's dearth of removal. Another issue are board wipes, fortunately in PDH there's not a lot, and most do <2 damage, so our flyers with 3 toughness are relatively safe.

The mana base is... Tricky. Ideally you want to cast your commander on 2, but the chances of having WU on your second turn aren't great. You could run a lot of tap duals but that would slow down the deck that wants to be aggressive. It needs playtesting for sure.
