Pauper EDH is an alternative format that uses any uncommon creature as the commander and the 99 are commons.
The figurehead of this mono-blue deck is Siren of the Fanged Coast, an uncommon with an interesting ability in multiplayer.
You give one opponent the option to pay tribute and if they don't, gain control of another creature. With some friendly diplomacy you can steal commanders, big creatures or combo pieces!
This has some risk involved since an opponent can say they won't pay tribute, and then do when you commit to playing your commander, and similarly you can say you'll steal one creature and then steal another when the tribute isn't paid. See rules on tribute.

To use this ability to its fullest we run flicker spells like Siren's Ruse (the flavour!), Teferi's Time Twist, Displace and Ghostly Flicker.
Since we're running the latter spells we're also including the Peregrine Drake combo for infinite mana, which we can dump into Whispers of the Muse or Train of Thought to find Stream of Thought as our primary win condition.
For infinite mana we have:
Displace / Ghostly Flicker + Peregrine Drake + spell recursion (Archaeomancer, Mnemonic Wall etc)
Displace / Ghostly Flicker + High Tide + Cloud of Faeries + spell recursion (Archaeomancer, Mnemonic Wall etc)
High Tide + Snap + Archaeomancer and other instant recursion (play High Tide -> Arch. -> High Tide -> Scrivener -> High Tide -> Snap -> Arch. -> Snap etc)
We also run a few spells to bounce or commander back to hand in order to not have to pay the commander tax; Run Away Together, Peel from Reality, Withdraw and the repeatable Wizard Mentor and Capsize. Most of them double as soft-removal.
We run a metric ton of draw, tutors & cycling lands and a lot of ramp to give us as much room for interaction as possible.
Our board presence isn't great, we have utility creatures that have big butts to help against the decks that go wide rather than tall, since we hopefully can steal the bigger stuff with our commander.
Our only other countermeasure to wide decks is Fade Away, which is potent and we can recur it with our many sorcery recursion creatures, so that's a plus.
I chose to omit Rhystic Study and Mystic Remora, feel free to include them if you wish.
While mono-blue isn't that exciting (to me at least), I think Siren of the Fanged Coast's ability makes up for it. Try it out, you might hone some diplomacy skills while you're at it :-)
