After failing to attain immortality here Zur is again attempting eternal unlife, this time with the combination of Energy Field + Rest in Peace. I've tried to keep it budgety with the exception of Helm of Obedience.
An alternative is Web of Inertia + Rest in Peace / Leyline of the Void / Planar Void, the latter two don't retroactively empty the graveyard so we have cards like Bojuka Bog, Nihil Spellbomb and Ashiok, Dream Render to help with that.
Since cards are exiled instead of going to the graveyard Helm of Obedience becomes a win-con (not with Planar Void though), we can even copy the ability with Strionic Resonator / Rings of Brighthearth / Lithoform Engine to remove several opponents at the same time. These artifacts, along with Illusionist's Bracers are in the deck in order to fetch more enchantments per Zur attack as waiting a turn-cycle for each tutor is a bit slow.
If that plan fails there's Near-Death Experience which we can set up with Greed or Spellskite or the very telegraphed Approach of the Second Sun (Tidal Barracuda helps!). There's a lot of other potential win-cons, take your pick.
So how do we protect our immortality pieces? Well we have some counterspells, cloud cover and backups with Estrid's Invocation and Mirrormade. In case Rest in Peace gets put in the graveyard there's Hall of Heliod's Generosity & Lurrus of the Dream-Den.
While we're probably safe in our pillow-fort we still need some interaction, Swords to Plowshares takes care of problematic creatures, Anguished Unmaking / Generous Gift deals with non-land permanents and Merciless Eviction's exiling bypasses indestructability, regeneration etc.
Zur can also fetch Darksteel Mutation / Fall from Favor from the library directly to the battlefield, which bypasses targeting so it can stop hexproof / shrouded voltron commanders.
On the note of Fall from Flavour, we're likely to hog the Monarchy which is why Court of Grace is in the deck, similarly we're likely to get to 4 counters on Luminarch Ascension which gets us a lot of angels.
The weaker parts of the deck is the subpar mana-base (due to budget) so it's a bit slow as well as the lack of card draw, however we have a repeatable tutor in the command zone as well as some tutors for our important pieces so we're likely to get what we need.
Lastly I'll mention the two pieces that keep Zur safe; Steel of the Godhead makes Zur a bit bigger & unblockable, Timely Ward gives him indestructible & it has flash if we've drawn it. Gift of Immortality sadly doesn't work since the deck wants RiP on the board as much as possible.
