Pauper EDH is an alternative format that uses any uncommon creature as the commander and the 99 are commons.

A mono-white deck with Siege Striker, an uncommon that converts going wide into tall, aiming for commander damage lethal which is 16 in PDH.

The game plan is simple: make tokens, tap them with the commander, hit for a lot.

Should you play the commander on curve? Honestly I don't know. He dies to a breeze but the upside is you can tap summoning sick creatures with his ability.

The deck was hastily thrown together, I'm sure you can refine it. I've updated it, removing the synergies with going wide — focusing on commander damage.

Weaknesses are the usual mono-white issues. There's also the crippling case of wipes like Pestilence, Crypt Rats, Gangrenous Zombies, Fiery Cannonade etc. Not much to do about that, hope you have Rootborn Defenses or maybe hold on to a You Hear Something On Watch or Guardians' Pledge if either of those are enough to save your board.
