Pauper EDH is an alternative commander format where any uncommon creature can be your commander and the remaining 99 are commons.
This boros deck is built around the recently spoiled Commander Liara Portyr. She's a very unique commander that rewards swinging at all opponents.
Doing so impulse draws cards for each opponent attacked and reduces the cost of those cards for each opponent attacked. Likely exiling three cards and reducing their cost by 3 generic.
Since the cost reduction is likely 3 generic I've aimed to include a ton of cards that are free if exiled by Liara.
To trigger her we run a ton of evasive creatures as well as chump creatures we don't mind losing.
The deck also runs cards like Pack Attack and Warhorn Blast that can be cast during the attack step to deal more damage. Notably the latter, Warhorn Blast, has its cost reduced by Liara if foretold. Similarly Fang Dragon, Blessed Hippogriff, Pegasus Guardian and Guardian Naga costs less if cast from an adventure.
Dream scenarios are hitting several cards with Liara and following up with something like Empty the Warrens or Galvanic Relay, especially as the latter can have cost reduction applied the turn after by Liara.
The potential downside of Liara is the fact that you can't play lands exiled with her, for that reason the deck runs a ton of Evolving Wilds-esque cards to lower the land count while still hitting land drops as well as substituting some lands with mana rocks. It slows the deck down a tiny bit but it's not particularly fast to begin with anyway.
Weaknesses of the deck is primarily boardwipes as the creatures in it are fairly weak. The deck is also a bit low on interaction as Liara's ability promotes proactive play rather than reactive. She also might struggle late in the game in a 1v1 however there's a fair amount of payoffs in the deck, casting an Ulamog's Crusher for 5 mana is a pretty good deal for example.
