Aegar has the potential to be a broken commander just by hard controlling but that's not very fun, so here's a budget version meant to trigger it by combat.
The curve is high and the deck often casts 4 or 5 mana creatures that don't necessarily do something once resolving so there's more and bigger ramp than the average commander deck.
