This deck is all about incremental advantages. Instead of blocking everything your opponent casts until you can get out one big beater, you drop a few early merfolk, then nibble your opponent to death while you counter his big spells and use power-reducing effects to keep his creatures from dealing damage. Silvergill Adept, Sage's Dousing and Stream of Unconsciousness are all cantrips, allowing you to gain and maintain card advantage, while Stonybrook Banneret reduces the mana cost of most of your spells, letting you drop your hand faster while still retaining mana for counterspells.
The deck has two ways to establish a "soft lock" that's hard for your opponent to get past. One is to get a Silvergill Douser and a Merfolk Thaumaturgist on the table (preferably with a bunch of other merfolk); this lets you kill one of your opponent's creatures per turn. The other is to get a Lullmage Mentor on the table with at least six other merfolk; this lets you counter one of your opponent's spells for free every turn.
