I wanted to build what I feel is one of the most underrated new commanders in the format. While he is not flashy or gamebreaking, Urza, Powerstone Prodigy is efficient card draw and ramp in the command zone. Plus, he is monetarily inexpensive. This deck plays on Blue's strengths and is control-heavy, but most importantly is budget, and will not break your bank. At the time of creation, only two cards cost more than a dollar. I've played with this deck, and won with this deck.
The goal of the deck is to create one Powerstone Token after another, and rifle through your deck to find one of a handful of game-winning cards like Rise and Shine, Cyberdrive Awakener, or Masterful Replication. Powerstones are wildly powerful and will allow you to cast Artifacts faster and activate abilities more often, and they're the key to this deck, but not the only route to victory. You can take home the game with cards like Psychosis Crawler, Sakashima's Will, and Phyrexian Triniform without the help of Powerstones if you get hit with the unfortunate Vandalblast overloaded or Farewell.
The goal of this deck is to get your card draw and discard engine going with Urza in play, discarding an artifact on every player's turn if possible. With over 40 artifacts in the deck, you should have no problem finding one to discard. I have filled the deck with recursion, so there should be no issue getting an artifact back if you need it, but with every Powerstone Token created, that is more ramp and a greater likelihood that you will have a game-winning Artifact Creature Army to swing out with.
