The main idea is to cast cheap pirates like Spectral Sailor or Shipwreck Looter and to crew them on the ships like Silent Submersible or Fell ship.
With Deadeye Quartermaster you can search for a specific ship and with Merchant Raiders you can tap away annoying creatures. Of course this deck contains a variety of Counterspell 's
