A Lady of Otaria deck that tries to exploit the mechanics behind The Seven Dwarves attempting to dig them out of the deck quickly or assemble a stack on your deck/sidedeck (Mangara's Tome)

Some Tutor chains:
Protean Hulk can search for other Tutor Creatures or 3 Copies of Seven Dwarves. Bloodfire Dwarf or Elvish Reclaimer can fill in to have 6 mana even with one 3 mana creature like Imperial Recruiter.
Mangara's Tome is a dangerous way to tutor 5 cards out of your deck and slowly draw them while investing mana, it itself can be searched by Hoarding Dragon and the Tome then can simply hold 5 copies of Seven Dwarves or other Utillity.
Magda can be searched for with Fauna Shaman, Imperial Recruiter, Protean Hulk dug for with any Look at top of library effects or expensively with Chord of Calling. Then Magda, Brazen Outlaw can be tapped down with 2 other dwarves for The Lady of Otarias alternative cost and generate 3 more mana on the spot from treasures.
Once you have 5 treasures with Magda you can tutor up artifacts or dragons directly on the battlefield, in the case of putting the commander in play on the following turn you can simply attack and grab Old Gnawbone and use Magda again. This means even your few creatures are a massive risk as long as Magda is alive.

Only 14 out of 100 cards are Dwarves, the chances for Otarias secondary abillity to grab something are low, sadly most other dwarves are weak with those with good abillities being mana intensive and requiring haste or another turn.
Seven Dwarves on the other hand work as a anthem for themselves a situation with only them in play is still a board of 7 8/8 Creatures (56 Total damage [Spy kit can extend this to an eigth copy 64 Damage]) at only 14 mana. The issue is that this is slow and costly in playables during the game. The most likely scenario is that you have 3 of the Seven Dwarves in play as 4/4s.
If i can evolve this part of the strategy it could form the cornerstone of a flimsy but high damage aggro style even in commander as these creatures all share a creature type (benefitting from other lords and banners).

The most powerful dwarf as it stands is Magda as it both lords up the power of your crew while also having extreme threat of activation. Many of the Dragons could be replaced with Powerful artifacts similar to how Daretti is played but without the recursion.

There could also be an alternative version of this that attempts to use heirloom blade to look for Seven Dwarves and then tries to re-buy old ones with typical Green recovery cards. The issue is that this leaves you open to graveyard hate while also paying heavily in mana and card choices in deckbuilding, better to leave this to the professionals.

Land wise there are not enough good utillity lands to warrant a strong land centric strategy, Splendid Reclamation works best with lands that have an effect as they enter the field, Ramping with Harrow could be good but that would require your commander to be out before you have 3 or 4 mana which is unlikely. Waiting too long means Blue or Black strategies will overtake you while White commander decks repeatedly boardwipe (With exile), this means you have to put pressure on your opponents early so that they are low enough in Life Points to be able to die to the nickle and diming you will have to do later.

I've left in Bomb Squad because i find them funny as far as cards go, its not strong as it simply takes too long to do anything and they need to be kept in play for the effect to keep ticking up. There are simply cards you can't bomb (Elesh Norn) that you really need to in grindy situations. However it is repeatable creature removal that does not rely on damage in a non-black deck.

There is also potential for a fast Hanweir, the Writhing Township. Whenever you have the land you can simply tutor for the other piece and elvish reclaimer can grab the land side, early enough this can overtake a game quickly against do nothing decks.
