Find Mindsplice Apparatus. Fill it with counters with Clockspinning and Flux Channeler and use it to counter with Spell Burst.
Stall with Step Through, Thing in the Ice, and attain the big bucks with Ojer Pakpatiq, Deepest Epoch.
Eventually win out with mill from Jace, the Perfected Mind and Maddening Cacophany.
You want Mindsplice Apparatus; in fact, you basically need it.
Halimar Depths is kind of interesting. You can rearrange the top of your deck, and once you get what you want, you can shuffle it with the cycling abilities of Step Through or Lórien Revealed.
If you rebound Silver Scrutiny with Ojer Pakpatiq, Deepest Epoch, the rebounded spell will be cast with {X} = 0.
If you rebound a card that has an additional cost, optional or not (e.g. Buyback or Kicker), you can pay that optional additional cost.
Rebounded counter magic spells like Spell Burst will not be placed onto the stack because there will (probably) be no legal target, so they will remain in exile.
If you cast a spell with Buyback, pay the Buyback cost, and grant it Rebound, you get to choose if the spell returns to your hand (Buyback) or if it is exiled (Rebound) as it resolves.
Kicker, Buyback, {X}/variable costs, and Splice Onto count as additional costs (or modes) that contribute to the casting cost of their cards, which can therefore be reduced by Mindsplice Apparatus.
