This hand gives you access to both blue and colorless mana with Flooded Strand and Island, as well as a way to ramp up your mana with Sol Ring and Mind Stone. Propaganda provides early defense against aggressive strategies, while Preordain helps you dig for additional answers. Counterspell provides early interaction to disrupt your opponents' plans.

Combos and Win Cons:

High Tide + Palinchron/Deadeye Navigator: This combo generates infinite blue mana by untapping your lands repeatedly. Palinchron is a creature that can untap 7 lands when it enters the battlefield, and Deadeye Navigator is a creature that can exile and return creatures to the battlefield, triggering their enter-the-battlefield effects. With High Tide in play, you can generate enough mana to cast and bounce Palinchron multiple times, untapping your lands each time, and generating infinite blue mana. Alternatively, Deadeye Navigator can flicker Palinchron, untapping your lands repeatedly and generating infinite blue mana.

Isochron Scepter + Dramatic Reversal: This combo generates infinite mana by untapping all nonland permanents you control. Isochron Scepter is an artifact that can imprint instants with converted mana cost 2 or less to cast repeatedly, and Dramatic Reversal is an instant that can untap all nonland permanents you control. With at least 3 mana rocks in play (such as Sol Ring, Basalt Monolith, and Sensei's Divining Top), you can cast and activate Isochron Scepter with Dramatic Reversal imprinted to generate infinite mana by untapping all your mana rocks repeatedly.

Basalt Monolith + Rings of Brighthearth: This combo doesn't generate infinite mana, but it allows you to generate a large amount of mana in a single turn. Basalt Monolith is an artifact that can tap for 3 colorless mana, but also has an ability that requires you to pay 3 colorless mana to untap it. Rings of Brighthearth is an artifact that can copy activated abilities of artifacts, including Basalt Monolith's ability to generate mana. With Rings of Brighthearth in play, you can tap Basalt Monolith for 3 colorless mana, then pay 3 colorless mana to untap it. In response to the untap ability, you can use Rings of Brighthearth's ability to copy the untap ability, paying 2 colorless mana to do so. This allows you to untap Basalt Monolith an additional time, giving you a net gain of 1 colorless mana. You can repeat this process as many times as you want, generating an arbitrarily large amount of colorless mana.

Win Conditions:

Blue Sun's Zenith: This instant can draw your entire library and then use infinite mana to make an opponent draw out their library and lose the game. With infinite mana, you can cast Blue Sun's Zenith targeting yourself to draw your entire library, and then target an opponent to make them draw out their library and lose the game.

Reality Shift: This instant can exile an opponent's library and then use infinite mana to exile their entire graveyard and library, causing them to lose the game. With infinite mana, you can cast Reality Shift on an opponent's creature, exiling it and shuffling it into their library, then use the remaining mana to exile their library and graveyard, causing them to lose the game.

Other Plays:

Mystic Sanctuary + Time Warp/Temporal Mastery: Mystic Sanctuary is a land that can return an instant or sorcery from your graveyard to the top of your library when it enters the battlefield. With Time Warp or Temporal Mastery in your graveyard, you can play Mystic Sanctuary, returning the extra turn spell to the top of your library, and then draw it on your next turn to take an extra turn.
