This deck is a hodgepodge of ideas, but at its core, it denies the opponents of their cards and value and gives it to us instead.

Strategy

There are three aspects to the deck:

Whispering Madness

Whispering Madness discards everyone's hands and draw everyone a new hand based on whoever discarded the most.
This combos with Notion Thief; with him in play, everyone discards their hands and YOU draw (players * greatest_discards) cards.
You can then "Cipher" Whispeing Madness onto Notion Thief or even a Nihilith awoken before Whispering Madness was cast.
Finally, play Wizard Class or Spellbook if you draw one and if you have not already played one.

From this alone, you can win by overvalue. It will be difficult to retake the board if you are behind, but hopefully you can make the most out of your hunk of a hand and its stealing effects.

Stealing

The deck is based around cards which take your opponents' cards as well. Siphon Insight, Inevitable Betrayal, and Thief of Sanity are slow, but provide high value.

Tergrid, God of Fright can also steal whenever your opponents sacrifice their permanents. Four copies of Smallpox can ensure that you ramp up with your opponents' lands and take away some of their creatures. Playing a Whispering Madness can also generate an insane amount of board advantage if Tergrid is in play.

Control

Smallpox can perform well against small boards with big creatures.
Test of Talents can silence any bothersome sorceries and instants; if Notion Thief is in play, you can even draw from it.
Spellskite can be incredibly disruptive and annoying.
Profane Tutor gives you answers and combo pieces.

Sideboard

Fog Bank can give you more time against aggressors.
Damping Matrix can help shut down the board.

Otherwise, the sideboard just consists of some neat ideas.
