I noticed on a few of those double-blue cards that there's no distinction between land and nonland permanent. So I figured that incrementally, if I could keep putting the one land they have back in their hand their chances of being able to do anything is limited. The obvious exceptions would be heavy burn decks, but that's why you sideboard against them.
Game winners are the Jaces with the Tidespout Tyrant as a backup.
Card Choice Rationale:
Boomerang/EoN/Wipe Away/CtD - All of these bounce PERMANENTS to their owner's hands. Which means that you're going to be using them to bounce lands as well as creatures.
Opt - two cards deep as card draw
Fascination - Works as both card-draw as well as an option to mill if you managed to ultimate Jace, Telepath Unbound to speed up your mill win
JtMS/Tidespout Tyrant - Win conditions. Tidespout has the added ability to be a bounce-on-a-stick if you need it.
Serum Visions - Draw and scry to get your bounce pieces in hand at all times.
Whelming Wave - Inc ase you're playing low-curve decks or shudder Bogles, this gives you an answer to their stuff before it can kill you.

NB: For budget options, just lose the Jaces and replace them with your flavor of beatdown. Similarly, instead of the Chalice, more countermagic can be fit in there.
