>Gameplan

This deck wants to do some shenanigans with Solemnity and any other card that utilizes counters. As for the win-condition, we play Altar of Dementia for the combo-win.

The Combo-Win

So at first we play four copies of Altar of Dementia, as it combos with Solemnity, Kitchen Finks and / or Safehold Elite. With that, we can mill the opponent out in one turn, once we assembled the combo.
The combo works like this:
We sacrifice one of our persist-creatures for Altar of Dementia, mill the opponent for X. Because of the persist ability of our creature, it will come back, but as no -1/-1 counters are put on them because of Solemnity, we can sacrifice them again with Altar of Dementia and get them back again, which wouldn't be possible without Solemnity, as the persist-ability only gets them back, when no -1/-1 counters are on the creature. This loop we can repeat infinetily.

The Center Piece

Of course we play four copies of Solemnity and I don't think any tutors are needed, since we have a playset of Serum Visions.

Controlling the Game

For some control, we play four counterspells with Spell Pierce. We mostly run it to protect our pieces, but it's also nice to counter an opposing T1 Aether Vial or an Tibalt's Trickery. For the best removal in the format, we play Path to Exile. Our main reason for splashing blue, Preordain, digs for our combo. We play Ghostly Prison, to mess with go-wide strategies. It's also nice to see that a Blitz deck needs to spend all its mana on attacking you, instead on Lightning Bolt. Teferi, Time Raveler also is in here, to mess with counter-spell heavy decks and just to set the opponent back a bit. It too snyergyses with our persisters, resetting them if needed and drawing us cards.

Synergies with Solemnity

For the synergies with Solemnity, we play eight persisters, with Safehold Elite and Kitchen Finks, both enabling the combo with Altar of Dementia. They are also pretty good by themselves, providing unlimited blocks, if we have Solemnity on board.
As for my main reason to build this deck, we have Nine Lives. It buys us an unlimited amount of time to find our combo-pieces, as no incarnation counters are placed on it.

Manabase

We have a pretty budget manabase, as we are only running basics and 4 Port Town to splash blue.

>Sideboard

For some general sideboarding-options we have Disenchant for Artifact and Enchantment hate. We also have Horribly Awry, in case we play against creature-heavy decks, as Spell Pierce is not going to do much in that machup.

Tron:

To deal with tron, we sideboard a playset of Damping Sphere. When sideboarding against tron we will swap out Ghostly Prison for Damping Sphere. Ghostly Prison really is only important when playing against decks , that tend to go wide, like humans or dredge.

Dredge:

If we happen to play against dredge, we won't change anything. As mentioned, Ghostly Prison will be a great hurdle to overcome for dredge, and if we manage to become invulnerable, they can't do much about that.

Mill:

Against mill, we packed Cranial Archive, for an ultimate silverbullet. If we only manage to activate Cranial Archive just once, mill players will be set back by a lot. We will also take out Ghostly Prison for that piece of hate.

Burn:

Actually, with our ability to become invulnerable, I don't think a Leyline of Sanctity nor a Spellskite is needed.

>Budget

This deck has an okay price, costing 90€ on cardmarket. The tilt is definetily worth it.

This deck appears to be legal in Modern.
