Why should your opponents be allowed to have cards when that gives them the opportunity to win games? By using unblockable creatures, you can guarantee that all those ninjas get to enter the battlefield cheap and activated, mistblade shinobi get their threats off the board, ninja of the deep hours provides card advantage and okiba-gang shinobi reduces the amount of answers your opponent can provide. Once there is a steady flow of unblockable damage or ninjutsu shenanigans, cipher gets to work. Paranoid delusions may not be impressive only milling 3 cards for one mana but after that it can keep activating whenever the ciphered creature hits while hidden strings locks the opponents board down. Finally you can keep the opponents milled without setting up creatures via curse of the bloody tome or mind sculpt and utility lands can provide some helpful benefits such as using a bojuka bog to ensure that they cannot use the massive graveyard you have given them or halimar depths searching for your needed ninjas.
