This is a basic aristocrats deck with the options of re-using cards like Squee and Eternal Scourge for sacrifice outlets. Wasteland Strangler pairs well exile cards such as Kaya, Relic of Progenitus, Path to Exile, and Winds of Abandon to be used as a body and removal. Relic of Progenitus and Kaya are great because they allow you to recycle Squee and Eternal Scourge. Judith adds aggro flair and does damage every time you sacrifice Squee or Eternal Scourge.

This deck appears to be legal in Modern.
