Guile is the true commander of this deck. The goal is to get it out at the same time as one of our spell-countering enchantments: Blood Funnel, Cephalid Shrine or In the Eye of Chaos (maybe someday Nether Void $$$). From there, all that needs to be done is cast a spell, let your enchantment counter it, and let Guile try to cast it again for free. Spells with storm-like effects that create copies that resolve without being cast/played will win on their own at this point, provided your (grave)storm count is anything greater than zero. Brain Freeze, Bitter Ordeal, and Tendrils of Agony are our choices here. Deny Reality, our only noncreature cascade spell in Dimir colors, will pull every CMC 4 or less spell from our library and throw them all into our counter-loop, at which point at the very least every creature will be able to be successfully cast. From there, several creatures will win you the game by simply being on the field while any spells are stuck in the loop. Consuming Aberration and your commander, Circu, Dimir Lobotomist, even though they can't be cascaded into, can both quickly mill your opponents if either sees your combo. Alternatively, any spell that can target Mindreaver can also counter-loop to win on the spot, even your opponents spells that Guile can steal should they forget and make the mistake of letting anything get countered by you. Outside of creatures, Aetherflux Reservoir, Paradox Engine, and Swarm Intelligence will also do enough to put you in a winning position if they're on the field during the loop.

Because the deck is relies pretty heavily on this combo, we need plenty of tutors to find the pieces that lack redundancy. Luckily we're in the best colors for this, and we run a variety of transmute spells that can tutor for our countering enchantments. 6-drop transmute spells don't fit our plan well at all, so to fetch Guile we need to use generalized tutors, or pitch it to the graveyard and copy it with Dimir Doppelganger or Body Double, which like our enchantments are possible transmute targets.

Should Guile get exiled and all else fails, we can still hold a strong board presence with our oppressive enchantments and power through them with Boseiju, Who Shelters All or Sphinx of the Final Word until we can draw into one of our two backup wincons: Labman or Helm of Obedience + Leyline of the Void. This obviously aren't ideal so keeping Guile safe is important enough to warrant a variety of equipment and auras protecting it, such as Diplomatic Immunity and Darksteel Plate. On top of that, we can still use our commander for what he does best, milling our opponents' threats before they even draw them. This is accomplished with the usual suite of Circu's signature toys like Lantern of Insight, Ghoulcaller's Bell, and Codex Shredder.
