Deck made for the "Sacola" casual format in Brazil: a legacy based format with a $10 USD budget limit based on Star City Games NM prices (not counting lands). The deck does not possess a sideboard due to the format's budget restrictions.

This deck is an Izzet (UR) control mixing counter & burn spells with only a few support creatures that helps deal damage both to creatures and the opponent, and reducing the cost of spells. The finishing move should be either a well-charged Fireball after poking, or attacking with the Chimera after feeding it the spells in your graveyard. It feels like a true control deck with the added spice of the damage dealing fire spells and overall good feeling and quirkyness of Izzet shenanigans and flavor.

It's not supposed to be a contender in an expensive deck meta or highly competitive scenario, but it should hold its own in a casual or budget scenario just fine.

Did I mention it's fun to play? Yeah. It's really fun to play.

HOW TO PLAY:
Goblin Electromancer is the key to this deck's functionality. It's sturdy enough to deal with vanilla 1/1 creatures and it reduces your spell costs, making it possible to cast 1-mana Lightning Strike or Mana Leak. It also greatly reduces the cost of our best removal spell Turn // Burn. 2 Electromancers make it a 2-mana spell that turns the target creature into a 0/1 no abilities, and then burns it for 2 damage. Since it removes abilities, it can even deal with Indestructibles. Essence Backlash may seem like a too expensive creature canceller, but with Electromancer's help it becomes a viable denial as well as a damage source. It should be saved for cancelling big hitters to deal some nice damage.

Electromancer basically turns all the costly spells in this deck into low-cost wonders. Got 2 of him? Enjoy casting Divination to draw 2 cards for a single blue mana.

Razorfin Hunters should be used to ping at the opponent's health and help remove creatures steadily. Paired with Lightning Strikes it can help deal with most things in the 1-4 resistance range.

Either with reduced cost or not, Mana Leak is indispensable. It has the 3 mana negation drawback, but in the early game it shouldn't be too much of a hassle, and later you can save it to counter costly spells when your enemy uses all of his/her mana pool. Mindswipe is an alternative to counter spells and deal back some damage. Every little bit of denial helps.

Is the opponent using a targeted spell that's too good to cancel, or even something that can't be countered? Turn it back on his/her face using Swerve the alter the target of the spell.

Izzet Charm may be underrated, and plays a nice role in this deck: you can either use it as a makeshift counter for buffs, damage, etc. Or you can use it as a weak creature removal. Paired with the Razorfin Hunters, it can help remove tougher creatures. Or you can use it to clear your hand of unneeded land cards and replace them with spells. It also helps to feed the Spellheart Chimera, which is a flying, trampling tank that gets stronger the more spells you put in your graveyard. It has only 3 resistance, but it can deal a good chunk of damage with flying or directly unblocked if you remove the enemy's creatures.

Got enough mana down and the enemy is already hurt from your fires and pings? Finish it up with a well placed Fireball to his/her face. Boom.
