To play your deck at an official ("DCI-sanctioned") tournament you need a deck registration sheet. Here you can download such a sheet pre-filled with the cards in this deck!

This is the cheapest way i know to play Mono-Red Burn competetive on legacy tournaments.
Short explanation for the mainboard:
Chain Lightning, Lava Spike, Lightning Bolt and Rift Bolt = 3 damage for 1 mana. the ideal way of fast red burn.
Price of Progress = destroys up to each legacy deck exept for Mono-Red Burn, Mono-Black Pox and Manaless Dredge as far as i know.
Fireblast = Quick finisher. Also a good spell to surprise the opponent by casting it for 0.
Browbeat = 3 mana for 5 damage is... ok... all in all it's a noob-trap because no body will let you draw the 3 cards. But you should give it a try first.
Monastery Swiftspear = The one and only creature in the mainboard. Quick, cheap and incredible powerful (and each turn a little bit stronger).
Searing Blood = A Shock on a creature + a Lightning Bolt on our opponent? Both in one card? Yes, please!
Sulfuric Vortex = Kills decks who try to avoid the burn by lifegain. Also (if successfully castet) a Shock each turn (nobody wastes a stifle on this).
Volcanic Fallout = Uncountable board wipe for elves an other weenie players and also a uncountable surprise Shock to finish the game.
Fetchlands = Thin out the deck for better draws (2x Arid Mesa because its the moast expensive fetchland in this budget deck).
Mountains = I will not explain you why we play mountains... ok?... good.
Explanation of the sideboard:
Circle of Protection: Red = A small one off we only board in the extrem rare case of a mirror match.
Pyroblast = Instant mainboard as long as our opponent plays blue stuff.
Sacred Foundry = Only for casting the Circle of Protections: Red
Smash to Smithereens = Shatter plus Lightning Bolt in one card. Best boarding option for artifact hate.
Tormod's Crypt = Anticard against Reanimator, Dredge and each other deck with graveyard shinanigans.
Vexing Devil = You need big blockers or more beatdown? Get it here! Also a sorceryspeed 4 damage for 1 is pretty okay i guess.
