This deck is probably not the best budget build; for instance, I'm running Reflections of Littjara, which is extremely unnecessary and could easily be cut, but I put it in because it seemed good and I already owned it. The sideboard is also very much a work in progress, and you probably don't need Cyclone Summoner. If you want to juice it up, I'd recommend (in approximately the following order of priority): replacing Evolving Wilds with Fabled Passage; putting in Ketria Triome, probably over the Thriving lands; adding Champion of Wits, probably instead of but possibly in addition to Cloudkin Seer or Windrider Wizard; and adding Sea Gate Restoration.
Aegar is in the maybeboard because the current build is a bit too "low to the ground" to reliably activate his effect. It would probably be better to run a variant with him, Veteran Adventurer, and more cards capable of growth (and more instants and sorceries), but I'm not even less certain of how to make that version.
