Simple Idea is Madness for card advantage and 2 for 1, while clocking opponent with Ember-Eye Wolf, Hanweir Militia Captain and ravenous bloodseeker. All the discard activates delirium on Topplegeist very quickly, and Nehiri, The Harbinger is ideal removal/card advantage/madness enabler.

The Avacyn is an afterthought, but I can't imagine it hurting this deck, since by the time you can play it, if you haven't already won, you probably need it.

I'm thinking I may splash black for other madness cards, but that would require a complete re-haul of the mana base and ruins any chance of the deck being budget.

Deck could be made more budget by removing Avacyn and Nehiri and going harder into madness theme (more Incorrigible Youths, and maybe Mad Prophet as an additional draw and madness enabler). Declaration in Stone could be replaced with other cheaper white removal. Just those changes would easily bring this deck under $50, maybe even under $30.

Ideas for Sideboard:

Non-Budget: Go hard into the expensive cards. An additional Archangel Avacyn as a sweeper, and a pair of Declaration in Stone for tokens and annoying threats. a Couple Nahiri Mechanations can get around most creature heavy decks. Finally, a couple Structural Distortion for Abbey removal could save a game. Flyer's will be a problem for this deck, so things like Gryff's Boon could go a long way.

Budget: a budget sideboard should have 2x Nahiri Mechanations for smashing through creature heavy decks (extra drawn copies can be pitched to discard outlet or played for additional indestructibility). Extra creature / enchantment removal will be good for the same reason (try Angelic Purge or Puncturing Light). Land removal for Abbey could pay off, so a couple Structural Distortion could go a long way. Finally, Flying will be a problem for us, so a Gryff's Boon or 2 could be a repeatable way to stop flyers or get around pesky ground creatures.
