Hi! This is my Noyan Dar deck. It's pretty casual, but it takes advantages of some specific pet cards. Ways to make it more competitive would be to improve the ways to protect Noyan and to add tutors for specific enablers, but overall, I think it's at least kind of decent. You could also try making it more controlly or staxy, but for now it's just a fun way to get a lot of counters on lands and swing.

A good portion of the deck's design is about being able to get lands back from the graveyard, because you're gonna have so many of them die all the time. This lets us take advantage of a few cards that rely on that sort of thing anyway.

Removal:
Path to Exile, Swords to Plowshares, Winds of Abandon, Fumble, Angelic Purge, Generous Gift, Sheer Drop (awaken), Curse of the Swine

Counters: Scatter to the Winds, Tale's End, Insidious Will

Wrath zone:
Winds of Abandon, Planar Outburst, End Hostilities, Fortunate Few, Hour of Revelation, Planar Cleansing, Aetherize

Some of these hit lands, most don't - you can survive End Hostilities by having Terra Eternal out. These are kind of one shot, so some way to recur the protection spells might be nice - I'm running on the idea you're more likely to be able to recur stuff you need than they will be.

Weird not-ramp:
Quasiduplicate, Cackling Counterpart

This is just me being goofy, but I really enjoy copying my land creatures to make more land tokens that you can reanimate later, or just use as backup lands. Good for copying the Primordial too, of course.

Card Advantage/Filtering:
Dovin's Acuity
Tezzeret's Gambit
Drawn from Dreams
Kumena's Awakening
Vanish into Memory (Target a land and you don't have to discard, good in response to a removal spell on an animated one)

Everdream
Midnight Clock (sorta)

Mystic Speculation
Jace's Sanctum

Ramp:
Wayfarer's Bauble, Explorer's Scope, Dreamscape Artist, Fellwar Stone, Mind Stone, Prismatic Lens, Midnight Clock, Burnished Hart, Chromatic Lantern

Since you have 41 lands, which is a bit high, I'm not playing a super massive set of ramp tools. Honestly, it might be better to go down some - but I'm assuming you're gonna lose at least a few lands and have to draw your way into more stuff.

Recursion tools:
Petrified Field, Scaretiller, Crucible of Worlds, Bond of Insight, Emeria Shepherd (nonland permanents), Midnight Clock (sorta i guess)

Lands of Note:
Manlands all enjoy the extra counters - Blinkmoth has evasion, Cataracts is indestructible, Drownyard doesn't mind dying, Hostile Desert adds a noticeable amount of power, etc.

Self saccing lands can be utilized more effectively when you have more means to get them back - Tectonic Edge, Encroaching Wastes, Endless Sands, the fetchlands, some of the deserts, etc.

Specialty Spells:

The big two spells that this deck really likes having are View from Above, my pet card, and Mystic Speculation, which is just good. View from Above returns itself to your hand if Noyan's our and you can shotgun it to add 3 counters to your land of choice, no problem. The fact I'm playing these spells is also why I'm including weird options Everdream and Splicer's Skill - I honestly just want to play them because I like them, and you can just cast them for their immediate value if you don't have time for lategame shenanigans.

Terra Eternal, exactly what it says on the tin, you cast it, you can boardwipe with impunity.

Rise from the Tides is a silly lategame card.

Mirrorweave is weird. You can target a big creature to make your board into a bunch of lands that are also that creature with counters (Diluvian Primordial or Emeria Shepherd, for instance - play a Plains! - or Curious Homunculus/Voracious Reader, just discount all your spells, etc, goofy). You can also target a land creature, and turn all your enemy's blockers into noncreature lands. If you wanted to.

Trophy Mage is here to get equipment to protect Noyan, either Darksteel Plate so you can wrath with impunity, or Whispersilk Cloak if you're just worried about targeted removal/are in need of evasion on something. The secondary target is Crucible of Worlds, which is pretty helpful with the deck's primary strategy. Otherwise, you can grab Chromatic Lantern/Midnight Clock/Burnished Hart ramp.

Other than that, I think the cards are relatively self explanatory. It's not a super flashy, big deal plays deck - the main way it wins is by wiping the board and winning with a hungry land. But sometimes it's fun to pull off, right?
