So, the last cards I need for this are in the mail, but I've been tweaking and tweaking and I like the draws I'm getting. This deck is all about getting inexpensive(4drop baseline) yet powerful dragons that synergize together out quickly, and to do hefty damage with a low buildup time- while not leaving yourself open to early attacks.

Synergy breakdown:

Avaricious Dragon: The bread and butter of the deck. The idea is to get these out as quickly as possible, as this deck's mana curb allows you to cast pretty much everything as it comes into your hand. Early game focus should be getting your 1drops and dragons, most notably Rakdos Pit Dragon, on the field and immediately playing Avaricious Dragon, even if it takes losing a few creatures. The deck runs quickly enough that anything you lose should be found quickly- or returned to your hand via Haven of the Spirit Dragon.

Rakdos Pit Dragon: This will really come into its own when it's paired with Avaricious. Primary mana dump when you get inexpensive draws.

Thunderbreak Regent: Makes it costly for your opponents to remove your dragons, particularly when there are multiple Regents on the field at once.

Slumbering Dragon: This serves so many excellent purposes! I feel like if my opponent has removal in his hand, he's going to HAVE to spend it on slumbering dragon, or risk it waking up as he's attacking. Best part is, this removal magnet only takes 1 mana away from you. It'll also be a game-maker when going against aggro decks if it's drawn in the starting hand. I like how even once it's awake, counters don't stop, they just continue to stack up. Yup, this'll see plenty of removal :) Later in the game, when your Dragon Tempests are out, this will pretty much serve as a 1drop burn spell on crack, the actual dragon itself just being the cherry on top.

Flamewake Phoenix - A prime candidate for discard, be it through Insolent Neonate or Avaricious Dragon! If it's discarded be Insolent Neonate before the combat phase begins, it can be reanimated for 1mana, tapped and attacking, the same turn(assuming any of your dragons are out). Each one is a free(well, 1drop) 2/2 flier that can be used over and over again each combat phase!
Insolent Neonate: I had Tormenting Voice in this deck to begin with, but found myself either wasting it or being forced to discard non-madness/phoenix cards when it was available. Insolent Neonate, however, can be tossed out for 1mana and saved for a more opportune moment- or just used as a 1/1 menace.

Dragonlord's Servant - pure mana ramp! Two of these out there, and dragons become 2drops, ensuring you can play them as they enter the battlefield and leaving more mana to dump into Rakdos Pit Dragon.

Dragonmaster Outcast - An obvious choice! Best to be saved until you either have 6 lands out, or are about to cast an Avaricious Dragon. Pairs excellently with Dragon Tempest.
