Making a modern legal dragon deck that is viable was a bit difficult. I think I've managed to work out the kinks. I have played with these cards first hand, and the deck has played very well. If you have any suggestions please feel free to share. I hope you will enjoy the deck, and thank you for viewing.

The idea of this deck is swarm the playing field with more and more creatures as the game goes on. We want to survive the early game with low cost creatures, and burn spells. Rather than using tons of green mana ramp to bring in huge creatures, or cheating in dragons with cards like quicksilver amulet, this deck's primary focus is to put consistent damage with a lower mana curve. Below is a breakdown of all the cards in the deck.

Dragonmaster outcast: We want this guy for his ability, every up keep we get a 5/5 dragon when we control six or more lands. i'm only throwing one in here due to the fact that he is only good later in the game, we really don't need that many in our deck. I always stumble on him when avaricious dragon is up and running, and when i do i get enough mana to make use of his ability. Feel free to run another slumbering dragon instead of dragonmaster outcast.

Slumbering Dragon: This guy is not our blocker, or attacker. Slumbering dragon's purpose is to proxy our cards like dragon tempest. He is a one cost dragon, and will add to the overall damage from dragon tempest and scourge of valkas.

Dragonlord's Servant: This is our mana reduction card for our dragons. Every dragon creature will cost one less to play. A great turn two play, and will allow cards like Thunderbreak Regent to be played by turn three. This card is the modern legal equivalent to Dragonspeaker Shaman.

Dragon whisperer: This two cost RR card serves as an early attacker or defender. Dragon whisperer can be pumped up for two mana, or gain flying and attack while avoiding must early blockers. later in the game we can dump mana into Dragon whisperer as much as we want, and even get an additional dragon out of it.

Dragon Egg: A turn three defender, it plays well with Crucible of Fire and dragon tempest as well. Dragon egg when killed turns into a small dragon. This 2/2 dragon token can be boosted with excess mana to deal more damage. I've managed to pull of a pretty sweet combo with him. I played dragon tempest, casted two dragons eggs to proxy the dragon tempest, and then I wiped the eggs with pyroclasm. worked pretty well, got my dragons out, and did some decent damage.

Thunderbreak Regent: A 4/4 flyer, and one of my favorite cards. It's a simple card with a great ability. it says "don't target my dragons" and throws 3 damage in an opponent's face every time they do. thunderbreak regent adds constant pressure, and can be a turn three play.

Avaricious dragon: This guy is our other 4 cost dragon. His ability allows for extra card draw. By the time we have four mana, we should be able to play any card in our deck. When my hand was empty, there was a great loss of pressure against the opponent. I could throw in card draw cards like faithless looting, but it just takes up a spot for a better card. Avaricious dragon is a very good fit for this deck by being both card advantage, and a dragon.

Stormbreath Dragon: A great card. This 4/4 flyer has haste, and also has protection from white, which is great defense against cards like Path to Exile. stormbreath dragon weakens any hold a white deck may have on us. Stormbreath Dragon can also be used for late game mana dumping if needed, rather than running 8 mana cost dragons that won't ever be used, this guy can have three +1 counters added if needed in late game, and as a five cost can be used early game.

Scourge of Valkas: similar abilities to dragon tempest, this guy when played will allow more damage to be thrown around. With both dragon tempest and scourge of valkas, every dragon card when played will proxy tons of damage that we can direct anywhere. Scourge of valkas is a pretty sweet deal for this deck.

Lightning bolt: this is our one red cost three damage instant. A great card, any mono red deck can use this card for early burn, lightning bolt is arguably the best early burn spell out there. Running four of these is preferred, and will allow us to survive any early game threats.

Dragon tempest: All flying creatures we control have haste, perfect for our aggression. We also get to throw around damage whenever a dragon is played, and the damage stacks with more dragons played.

Draconic Roar: Works well with our deck; we should always have some sort of dragon around which means we get an additional three damage off. This card is a good fit for this deck, and really helps to whittle down the opponent.

Pyroclasm: Early board wipes are important to this deck. We want to avoid any swarming of creatures. Pyroclasm will allow us to set up our cards without much fear. Pyroclasm will also wipe dragon eggs for 2/2 tokens which can be used to proxy dragon tempest for additional damage when needed. A draw back to pyroclasm is that it can also wipe dragon whisperer, as well as dragonmaster outcast, which is something to be aware of. All other creatures in our deck are safe from pyroclasm.

Crucible of Fire: All dragons get an additional 3/3. Sweet. Even a 2/2 dragon token from dragon egg benefits, and becomes scary. If you have a good hand this card can lead to a quick win. Due to its high mana cost, we are only running two.

Lands: 20 Mountains. Simple. We could throw in some other cards like valakut, the molten pinnacle or Haven of the Spirit Dragon, but I found it slowed me down during early draws. I've thought about runing cavern of souls to prevent our dragons from being countered. taking out crucible of fire and running two cavern of souls is a solid option, i'll leave it to the reader to decide.

Side board:

3 Roast: Decks built around early pump up spells can be scary, and a pain. Roast deals with most threats.
2 Blood moon: Great card for any mono red deck. Can shut down plenty of top tier decks, I see no reason to not have this in our side board.
3 Hellkite Tyrant: Artifact hate, it's pretty satisfying seeing someone's face when you take control of all their artifacts. This card will shut down any artifact deck.
3 Defense Grid: A counter to control decks, two cost so pretty cheap to use. This will shut down all control cards casted when it's not their turn.
2 Dragon's Claw: A counter to burn decks, gaining a life every time they use a burn spell negates a lot of damage over time. We have enough burn to also gain from this card.
2 Relic of Progenitus: Graveyard hate. This card exiles all graveyards if needed, and gives us some card advantage by letting us draw an additional card.
