Still haven't decided on who the commander for this deck will be, but I'll figure that out latter. All I really wanted was to make a counterspell-heavy commander deck that wasn't Azami, Lady of Scrolls. You win by generating infinite mana, and then either Blue Sun's Zenith or Ambassador Laquatus.

Infinite mana combos:
Isochron Scepter+Dramatic reversal: there are lots of ways to tutor for these pieces, so it's easy to set up. Then you just need a couple of artifacts that tap for mana.

Deadeye Navigator+Palinchron/Peregrine Drake: Repeatedly flicker Palinchron/Peregrine Drake for infinite land untaps.
Phantasmal Image+Palinchron:
Phanstasmal image copies Palinchron, and then can return to your hand.

Why each legendary can be the commander.
Ambassador Laquatus: He is a sink for infinite mana, right in the command zone... but that's it.
Arcanis the Omnipotent: He draws lots of cards, but his mana cost is a little high.
Baral, Chief of Compliance: He reduces the cost of counterspells, and loots when I counter something. And he's two mana!
Jace, Vryn's Prodigy: Draws cards early on, and then can recur them latter on.
Jin-Gitaxias, Core Augur: Everything about this guy is big. Huge card draw, relevant stax effect, and a massive mana cost. High risk, but high reward.
Nezahal, Primal Tide: a more reasonable cost than Jin-Gitaxias. Gives lots of card draw, and makes opponents think twice about casting stuff.
Talrand, Sky Summoner: A nice little alternate win condition.
